The wavesensor wave sensor L.P.A. lpa designs boat

Description

This was left with a boat my neighbor purchased, There is no box and the instruction manual has water damage. The item also looks like it has damage from the water and i don't know how it works. What you see in the pictures is what you get. Plugging it in you can see it does something,  I unplugged it and plugged it back in to show the numbers change. The up square button is stuck, the others move but probably could be better. Picture 6 shows the side that has 2 round circles but they don't do anything. Could you tell I've never been on a boat? :)  Knowing nothing about it, I'll leave the cleaning up to the buyer.
